Are these for soft pockets/integrated? a hunting shop would stock duck shot for reloaders, and a sailmakers will have scraps of dacron sail canvas. Sew them up on the wifes sewing machine.
Are they slip-on-belt types? A collection of scrap batteries an old steel pot and a hot fire will give you molten lead, and a single old weight and some frireplace cement will give a mould.

Just don't breathe the lead fumes.
 
Are you adverse to making your own weights?

You can get a mold for $20 online and just use lead from old car batteries.

Please don't do that. Don't save money on the wrong thing...

Look for plastic covered hard lead or Nickel-plated lead beads in a bag. The bag is made out of indestructible Nylon.

It's much better for the environment.

The amount of environmental damage from that amount of lead is negligible.

He could even plasti-dip his weights.

Also consider the amount of fuel required to transport something heavy like lead weights from the manufacturer to the shop if you are concerned about the environment.
