Stealth 2 BCD questions

I recently acquired a second-hand Stealth 2 BCD and I have a couple of questions:

1) Was the Stealth 2 also affected by the recall a while back? Or was that only the Stealth 1? I ask because my S/N is in the range listed in the recall, but the recall only mentions the first Stealth.

2) What is the purpose of the zipped section (hard to call it a pocket) on the bottom-left of the BCD where the information tag is? I use it as a convenient place to mount my BC knife/holster, but I'm curious as to what it was intended for..
