Sometimes the charts lie! My Faber Steel 95 is "positive" at 500lbs about a lbs. The tank literally floats in my wash tank at home with only 500 lbs in it. The lab may tell one story, but real life tells another. Consequently--at least in part-- I started diving High Pressure Steel Worthington 100's. I don't pump them all the way up, so I dive with only about 90 in them to be easier on the regulator. Just a thought.
 
There is variation from tank to tank and I have a set of steel 72's that float even with manifold and bands, when the charts say they are not supposed to with just a valve.

Is your Faber steel 95 an LP tank? I believe that the Faber data sheet shows the LP steel 95 to be positively buoyant when empty.

Anyway, for the OP, the bottom line is to go find out what tank are you talking about and then go to the manufacturer's website and check out the data sheet. It at least gives a pretty good start.
 
thanks all, I wasnt expecting this much info. My wife and I are doing a liveaboard where they use the steel 95's and I was just wondering if I would have to add or remove weight for them. We are accustomed to alum. 80's and add 4 lbs for them. I guess I could have waited and asked the crew what they recommend. I really do appreciate it though.
