As far as I know there's no regional office for TDI in Thailand so you should contact the headquarters at worldhq@tdisdi.com

There is a QA process in place but selection for a review is passive. Sounds as though you want to be more proactive. In this case, please send an email directly to steve.moore@tdisdi.com of sean.harrison@tdisdi.com. You may also wish to copy me in any correspondence.
Please supply the program you took, the name of the facility and instructor, date and location of the course, and the concerns or issues you have. Any QA issues that divers have with SDI, TDI or ERDI programs may be brought up with headquarters' staff directly.
