As stated before it depends on the 10 year old.

I have a daughter who certified at 13 years old. I have a son who is experimenting with scuba. On our most recent vacation he participated in the PADI Seal Team. But as much fun as he had using the scuba gear in the pool he still is not quite sure about going out into the ocean. We were with a group of friends and my son's best friend at 11 did the Discover Scuba. The friend now wants to certify but my son is in no real hurry and still doesn't want to try the ocean. That's okay because the next time we even have a chance to get him certified he will be at least 12 since next summer there is no scuba trip in the works for the summer. Especially with kids this young you have time.
