Saw this at Sabang Wreck, Puerta Galera, Philippines a few days ago when doing my safety stop (approx 5m). It is about 2.5inch long.
 
Looks like a dragonet. Which one is hard to tell, as their colors are highly variable. Was it near sunset when you saw it? They are most commonly seen at dawn and dusk.
