On the Andaman side it's technically the rainy season, but July and August are not generally especially wet, and we do like a little rain in the summer as it cools things down a bit.

Depends what part of Thailand you are going to. Clarification of that would enable people to give more meaningfull replies.

I hear comments such as post No 2 on this thread that are so misleading. Maybe the weather in Koh Tao can be good during these months, but the Eastern Gulf, particularly Koh Chang is a very different story. Can have really big rainfalls through the summer, hence many things including dive shops close down on the island for these months.
Pattaya area can also be prone to rain through the summer, hence the 'low season', but not to the extent of what you might experience in Koh Chang.
