I believe you are thinking about normal consumer batteries in small quantities. No issues (except for maybe CZM?)

Exactly my point. The typical consumer and the vast majority of divers will never have to worry about any aspect of UN38.3 when flying.

all i'm saying is that if you plan to fly with a rechargeable lithium ion anything, especially not a "recognized" consumer product *i.e. laptop/ipad, etc*, then when/if it is denied at security, it is your fault for not verifying that it was allowed, not the manufacturers and the TSA and airlines have every right to deny that battery pack from getting on that plane.
