Why can't you plan a multi-level dive using the RDP tables?

Learning about using the eRDPml to plan a multi-level dive, it appears that this is just the same as using the RDP tables but without a surface interval between dives.

So why does the Adventures in Diving manual say that you can't plan a multi-level dive using the RDP tables?
