Oops. I've been there a couple times in the past few years and haven't noticed any trouble. It is so safe that the UN has already pulled out last year. I think trip reports to ET are searchable on ScubaBoard but you can DIY excellent dives at Tasi Tolu & Pertimina pier near town. Ferries go to Timor from a couple of nearby Indonesian islands.
