The diving in Utila is equally good. Utila has a little more of a remote feel to it, plus it would require an additional travel leg. So, in that respect may be a little more, but prices are about the same just with less choice. The vibe in Utila is even more chill than Roatan (if that's possible), so the topside experience is a little different in that there's not really all that much going on; ultra low-key.

Nicer hotel deals in Cozumel, best value for money diving in Roatan and best overall adventure holiday in Belize. there is no BEST out of these 3. It depends on what you want out of your vacation. Even looking at Belize. For a nice high end resort with great diving, Turneffe Island Resort. Want the best of diving and land adventures, Splash (on a peninsular, not island) or you can go to the more crowded Ambergris Cay. 3 totally different vacations in one very small country.
Honduras has Roatan, Utilla and the mainland. Not only are there different regions in each destination, but you will experience different dive conditions and marine life during different times of year. Your question is like asking about hiking in the UK. Differs from Wales to Scotland to England I am sure, as well as from winter to summer.
