My 3mm booties do the same thing, even if I put my wetsuit over them. They always seem to slide down about half way.
I recently bought new fins and needed a thicker bootie, so I got the 5mm model and it has a velcro strip right under the zipper. Now I don't have any problems.

I had an ex who couldn't keep her bootie zipper up...I got a new one. haha
