Oh, yeah, there is a website called www.shoretrips.com that can hook you up with an independant tour operator. They specialize in the cruise ship crowd for those who want a more personal experience, but they can work with your sister if she'd like to do some group (small) activities such as land tours, dolphin swims, etc.
 
cal2632, thanks for giving me the minigolf back! Had to chuckle on that one. I sold my half of the minigolf (www.czmgolf.com) almost 2 years ago. It is still lush, lovely and great fun, although it's best to find a group to play with rather than go it alone.

I have moved on to my new life here in Cozumel and loving every minute of it!
