Anyone have a good idea what type of "foam" is being used in these modular float arms? Specifically, not the rigid carbon fiber type hollow tubes type.

I use yoga blocks sometimes. Cheap and they don’t compress at all. I cut them in half lengthwise and bore a 1” hole which fits my strobe arms.
 
Yoga blocks seems like a good idea... I used this stuff. Similar to the Stix material. Doesn’t compress and with the rubberized coating I applied, it’s been very durable.

FWIW, I'm trying to find the raw material (for this and another project).
 
I have also used deep sea net floats, available at any place that supplies commercial fishers. Cut them in half put them on the arm and use plumbing glue to glue them back together. No idea what the materiel is but I had a couple hundred dives on two float arms set up that way. Here is an example: FLOAT SUPER DEEP 3000 BLACK T 300
