A typhoon has dumped up to 700 millimetres of rain on Taiwan, causing widespread flooding.
The storm has left one man dead and at least six injured.
Typhoon Fung-wong slammed into Taiwan's east coast in the early morning, forcing the closure of schools and offices and severely disrupting travel.
Typhoon Fung-wong, Chinese for phoenix, is expected to weaken into a tropical storm over the next 24 hours after it makes landfall in China.
Authorities in the Chinese provinces of Fujian and Zhejiang have evacuated more than 340,000 people and called back almost 13,000 fishing boats.
Ferry services between China and Taiwan have also been suspended.
MANILA, Philippines -- Four people died, five were missing, and two others injured after typhoon "Igme" (international codename: Fung-Wong) dumped rains on northern Luzon, triggering floods, landslides, and power outages, according to government reports.
Floodwaters affected some 10,000 people in the provinces of Ilocos Norte, Ilocos Sur, and Abra, the Regional Disaster Coordinating Councils (RDCCs) in the Ilocos region and the Cordillera Administrative Region (CAR).
Loreto Biadad, 50, from Pasuquin town, Ilocos Norte, and three-year-old Dale Malaggay from Malibcong town, Abra, drowned the RDCC said. Ismael Gayban, 52, was buried by a landslide in Malibcong, Abra, while 12 -year-old Anna Balweg of the same town was hit by lightning.
Missing after being swept away by strong currents were Jimmy Biala, 26, from Piddig town, Ilocos Norte; Edwin Montemayor, 27, from Tubao town, La Union province; and Gemma Malaggay, 34, from Malibcong, Abra.
Two fishermen, Erick dela Cruz and Roger Viloria, both 37, were missing at sea in Sta Maña town, Ilocos Sur province.
Danilo Pro of Caoayan town, Ilocos Sur, was hurt after he was hit by a fallen tree, while 53-year-old Bilis Balweg from Malibcong, Abra, was wounded after he was hit by lightning.
Floods affected 9,900 people in the Ilocos Region, 4,918 of which were in Pasuquin, 1,488 were in the resort town of Pagudpud, 1,210 in Bacara, 1,063 in Piddig, 625 in Bangui, and 500 in Solsona.
Floods were also reported in Laoag City and the towns of Sto. Domingo, Caoayan and Sta. Maria in Ilocos Sur.
The Ilocos Region RDCC reported that Kennon Road, which leads to Baguio City and had been closed to traffic since 5:30 p.m. Sunday due to a landslide in Camp 4, Tuba town, Benguet province, is passable to light vehicles.
The Besang Pass in Gregorio del Pilar town, Ilocos Sur province, has been opened to traffic.
But the San Emilio-Quirino Road in Ilocos Sur remained impassable due to floods, it said.
Power outages were reported in Conner and Cabugao towns in Apayao province. In Abra province, power was restored late Sunday afternoon, the National Disaster Coordinating Council (NDCC) in Manila said.
Minor landslides were reported in the villages of Dontonan, Green Valley, and Quezon Hill in Baguio City. Two houses were damaged in Quezon Hill, it said.
Classes in the elementary to secondary levels were suspended in the Ilocos provinces, Abra, La Union, Benguet, Mt. Province, Pangasinan, Zambales, Bataan, Bulacan, Rizal, Cavite, and Metro Manila on Monday, the NDCC said.
The Commission on Higher Education (Ched) meanwhile was asked to authorize college and university officials to decide on whether or not to suspend classes.
At 4 p.m., the eye of the storm, which packs maximum sustained winds of 120 kilometers per hour with gusts of up to 150 kilometers per hour, was located 400 kilometers northwest of Basco in Batanes province, after crossing Taiwan, and was headed to southeastern China, the Philippine Atmospheric Geophysical Astronomical Services Administration (PAGASA) said.
Moving northwest at 17 kilometers per hour, the storm was forecast to be at 760 kilometers northwest of Basco or 400 kilometers northwest of Taipei, Taiwan by Tuesday afternoon, it said.
Public storm signal number 2 (60-100 kilometer per hour winds) was raised in the Batanaes, Calayan, and Babuyan Islands.
Signal number 1 (30-60 kilometer per hour winds) was raised in the provinces of Ilocos Norte, Ilocos Sur, Abra, Mt. Province, Benguet, La Union, Pangasinan, Zambales, and Bataan.
