You can and should carry your batteries into Mexico in your checked luggage. I bring my dive lights unloaded and the batteries in new sealed packaging.

I don't bring any of them home. I give all my leftover batteries to the dive shop before I leave.

The issue we have is when we fly to mexico with a US layover and have to change from domestic to international. We need to swap out the batteries from my carry on to my luggage.
 
A friend had his sola questioned, also in Hawaii (KOA). TSA was a real pain about it - had to actually open the light and detach the battery cable from the circuit board before they let us through.

Had to solder the thing back together when we got back to Seattle.

This was before the Solas had the handy rotation on the head to unalign the battery contacts.

But I just came back from cozumel with a group of 20 divers with something like 18 Solas amongst them and nobody had issues coming or going.
