The arguments that are going on here are why I suggested refactoring this idea into a tool so that the boat can stay in contact with divers underwater. That is something that divers and boat operators would be more likely to pay a couple hundred bucks for. It also doesn't really replace skills -- although captains should be able to track bubbles, CCR rebreather divers don't produce any. I would not use the same kind of unit that produces audible signals, though, since that would be annoying underwater. Use something with higher sonic frequencies and make the transmitter cheap and simple and conservative of batteries -- throw all the smarts into a directional receiver on the boat. Make it water-activated like a dive computer.
