Correct me if I am wrong, but aren't the inlets to the turbines on the UPSTREAM side of the dam? Don't work on hydro plants but I am pretty sure if you could figure out how to spin a turbine naturally using water that was on the downstream side of the dam, you would be defying some pretty basic laws of nature.

Seems to me that diving on the downstream side would be fine and interesting to boot. Make sure you post a trip report if you do!

Of course, post 9-11, I am surprised that they let any near that place.

God, what would be the deco obligation on THAT one - ouch...
