If you really look closely at the dynamics and the bid history of the auction, you will quickly deduce that the 2nd to last bid, which was made by bclaw65, is just horse pucky. 99volts.com came in behind and drove up the price in order to establish whether or not bclaw was legit.

Going from $0.99 to $99 Million in only 20 bids is also not believable.

It is possible that it started out legit, but, as we all know, trolls will have their way with any and every thing.
