Morrison is pretty flooded at the moment, the cavern will be clear though. The Mill Pond should also be very clear, but without IntroCave, you need to find your own ride out to the divesites(BYOBoat) and you should probably stay out of the sites even with your own boat without the proper training regardles. I would say JB and ShangriLa are pretty safe for caverns though, the rest get mucked up fast I'm told.
 
Pensacola has a bunch of great dive sites and is within 1.5 hours of Morrison and Vortex Springs. Plenty of spearfising out of P'Cola as well. Just east of Pensacola is Destin which has a bunch of nice dives as well. Panama City Beach is approximately 1.5 hours from Destin and also has some great dives. Several Dive Boat operations are in service year round so that should not be a problem. Often on the MBT forum tripss for just gas and expenses are posted.
