As Bob said, this idea was to compensate for some places that don't require VHF radios on the boat, or the boats don't simply have them. I googled around, and found a handheld for $48.
The downside is that it is one more thing to pack. With all the other gear I have, with chargers, batteries, plugs, adapters, and everything else, sometimes I just want to travel light.
