You cannot have a situation in which the ambient pressure remains constant, a high percentage of molecules of a gas goes into solution and this gas' partial pressure remains high.

Yes but this doesn't apply to open circuit, because of volume reduction during breathing.

I don't get what you are saying right now.

In OC, the regulator will continue to supply gases mixed in the same proportion, and consequently at the same partial pressure if depth remains constant, for as long as there is enough gas in the tank.
