The reason I don,t want to use the non-diver for a dive team is because most of them are also non swimmers. So I think that would just be a bit to overcome.

Have you talked with the Sheriff about your idea. I know here in Chilton County our dive team is run through the Sheriff's Dept. The members are either Post Certified or Reserve Deputies. Our team is in the learning stages now. Hopefully someday it will be among the best in the state.
