Little Cayman. The diving's better (IMO), you're minutes from the dive sites and it's more affordable. They really are completely different destinations...but, as a disclaimer, I've only done Provo in the Turks. I hear Grand Turk is a better dive option and similar to LC...except for that cruise ship port.

Diving at LC is gorgeous and very easy.
 
I'd recommend Ocean Vibes on T&C. There are several hotels from high to low budget. I agree with those who vote for Little Cayman, hands down one of our favs. No bitting bugs, great staff, easy flights on Cayman Airways out of Maimi, great dive op….and yes, Bloody Bay Wall. The pool is great, super mud slides at the bar and beach front rooms are a dream. What more can I say…?
