Looking for a Pony set up. Would this work? What would you recommend?

RE: Sherwood bleed system.

If the bleed system keeps water out of the first stage, does that mean other brands without the bleed feature leak air into the first stage?
No, different design. Some do allow water to come into contact with the main spring in the ambient chamber. Simple way to avoid that is get a sealed reg.
 
The spare air is a good concept it gives you enough air to get back to or reasonably close to the surface before it runs out and you cesa from there.

Why such a large pony? It will probably be too large to take to air travel destinations.

+1 on too big (at least for me). A 13 or 19 is plenty depending on you SAC. IMO, even if you plan on going tec in the future, I'd still get a right sized pony. When you go tec you can get a right sized tank for that and move the reg+ to that tank and sell the bare pony.
