There is a link at the bottom of this story that leads to a story that the diver called the Coast Guard and reported he was safe. He was using the float to hold his fish stringer and lost it.

Recommendation for all shore diving. Write your contact information (name, address and phone number) on your dive flag/float. If your float gets detached and later recovered, you can be easily contacted so that the Coast Guard can make a better determination as to whether there is a possible missing diver. This would be of great assistance to Coast Guard resources. Please spread the word.

If you were to survey all the divers on Oahu, how many do you think would know where Electric Beach is...and how many would know where Kahe Point is? Kahe Point is the proper name...but Electric Beach is just as recognized to describe that same location...maybe even more recognized.
