Australia is set up great for young couples if you are into the backpacking thing you can do it on a very reasonable budget. Make sure you check out the SS Yongala if you do go... Liveaboards are certainly the way to go off the Great Barrier Reef. I dove with Taka Dive who were good.

Costa Rica is beautiful. The diving on the Pacific as one poster mentioned can have mediocre visibility. It is really hit or miss with vis and temperature. What is almost always a hit though is the incredible amount of marine life that can be found here. There is also lots to be done on land, and the true Pura Vida culture is incredible. I would probably do this one in the summer, as that is prime bull shark season. A real thrill.
