I agree, Tobago has great diving and is cheaper than most other destinations.

Costa Rica and panama are great i have been diving there a couple of times. My wife loves sloths she cries every time she sees one so panama and costa rice are great for that pretty cheap too

If you are still looking for a location, the Corn Islands of Nicaragua are amazing. Much cheaper than Costa Rica, Nicaragua is just as beautiful without being run over with tourists.
