Neoprene neck seal HELP need!!!!!

My neoprene neck (and wrist) seal is tapered and after the dive shop person trimmed it back a few times it was and has been perfectly dry and comfortable.

Stretching is a tied and true means of minor adjustments and I have even used a vollyball inflated to suit on a hooded vest neck area. For anything beyond minor fitting I suspect it's a destructive process where the material is yeilding in the form of internal tearing. Be careful.
