There is actually a private of sorts fund already set up with money in it. For what ever reason, probably permits, they could never finish the stairs or perform other diver related improvements.

Scott Tims is owed a HUGE thanks by everyone who uses the Point Lobos ramp. He routinely cleans the ramp during low tide. I can imagine it is not a fun job. I know he has also gone into the park at "O" dark thirty with one of the rangers to perform repairs and cleanings during low tide.
 
My understanding is that the resurfacing is being funded by CenCal, and
Scott Tims is the front man for the dive community. Huzza, Scott!

There were technical problems with the hand rail. If attached to the ramp,
it would no longer function as a boat ramp. If attached to the boulders,
well, the big surf picks those up and moves them around in the winter.
