I dived the bayside snorkel site last summer when Pickens was closed one time due to flooding. The parking lot is open to the public, no restrictions. We stayed within the general footprint of the wooden posts. Depth was in the 10-12' range mostly. Viz was 5-10' with occasional 15'. There were plenty of small fish around the concrete structures. Saw a few flounder and crabs.

I would always go with Pickens over this site but there are times Pickens is not available and surf at Portofino is too rough. If I was local I might just dive another time but I come into town from Houston a few weekends a year so for me it's worth getting wet.
