So what is the choice? Do we get more divers, more resorts, more boats in RA? Or should divers collectively say, "That's it. No more divers' dollars going to RA." Or will either choice have any impact?

This is the very same Raja Ampat where we heard dynamite fishing in late February. The whole food chain is under attack.

I'd like to know why they reclaimed all of the fish but let them go. That goes completely unexplained in the video - nice piece of journalism. In reality its a 3rd world country and it's just the way things work sometimes but a little effort in the reporting wouldn't hurt.
