You can fly if you dive within the limits. The reason is that when you dive in shallow water your tissues don't saturate faster than they desaturate. The deeper you go the faster your tissues absorb nitrogen, so if you stay shallow you won't become saturated with nitrogen since the absorption is too slow. Hope that makes sense
