SS works better. I've broken a plastic buckle before, which made for a most annoying dive day.
 
Stainless is not necessary but will outlive the band.
Chlorine and abuse kills dive gear more so than salt.
Sewing a buckle to a band attached to a bc is simple for a sewing person but not simple for a simpleton.
