So ...what's did Adobe add in Elements 4 that isn't in version 3 ?? I got Elements 3 with my Epson printer and it seems to do everything I could ever want it to.

I don't use Elements, but I'm very positive that Adobe's website will list what is new assuming 4 is the current version.
 
I have used elements 2.0 for a couple of years and I just got elements 4.0. I found an online course offered through a commercial company in California (www.ed2go.com) I actually enrolled in the course through my local community college but they contract with ed2go. I have found elements to meet all of my editing needs.
 
I like Irfanview for basic stuff, has a good thumbnail viewer and its also free.

Also free are a bunch of add on tools

Program can link to a more robust editor of your choice for more advanced stuff.

I got Version 3 Photoshop Elements with my Epson photo printer but I think it costs around $80 - $90 on the open market.

Pretty good stuff from what I've seen so far.
