The answer might surprise you...it did me.

Oh, BTW...I only know where the most "PADI" certs are issued.

If it's per capita, I've heard Colorado.

I've also heard half a dozen other states, too :)

I have frequently heard and repeated the assertion that Colorado has the highest per capita rate of certified divers. Now that I think about it, I don't recall what source this is based upon, or if it is true.
 
Well, that's what I heard today.

My buddies went to Boulder yesterday to check out "how some of the best shops in the country are set up!"

That's what they said anyway.
