Worst cruise itinerary ever (cant dive any port)

For Bermuda, what @Eric Sedletzky said. Grab your snorkel gear and catch a bus that takes South Road, the #7 bus. Let the driver know that you want to go to Church Bay. Most of the drivers are great at remembering these requests, but keep an eye out once you’ve made the turn onto South Road. Now, hang on for the roller coaster ride that is a Bermy bus trip! It’s not diving, but it’s excellent snorkeling!
Let me know if you decide not to snorkel, and I can give you some tips on what else there is to do. We just completed our 7th trip. It’s my happy place.

If diving if your main goal you should plan a dive trip, not try to shoehorn diving in on your cruise trip.
Do 11 cruises, and one dive trip a year instead. That way you will double your dives in a year.

Or, for a real diver, do 12 dive trips a year. Save money and get lots of dives in.
 
Guessing the cruise ship wants to spend as much time in international waters as possible to keep the casinos raking in the money? Less expensive for the ship to be on the water than paying to be tied up at the port?

As others stated, take a dive trip. The priority will be diving.
 
Last (and only) Cruise I went on in that area had multiple opportunities to dive each day (usually 4) and no worries on scheduling or rushing back to the ship. Of course the cruise ship was a bit smaller and less luxurious than the one you are planning but all the passengers seemed to love it and were enthusiastic divers.

Off topic question, how can you take 12 cruise in a year? That average to 1 per month. Say they average to 7 days, so one week out of 4.5, you are in cruise l. How?

Not the OP so I can't speak for their situation specifically, but in general internet connectivity on cruise ships have gotten better so it's possible for folks who are remote workers, or part-time remote workers (or even for retirees or others who just have the money), or those whose jobs align with work on a cruise ship to work while on a cruise.

For some folks it's really all about priorities. Perhaps family time is more important for those trips and if the family just isn't into diving then you might be talking about a taking a vacation alone or in other conditions that you might really not want to do or even just not spend that much time away from family or what have you. There are plenty of reasons why folks might be able to do something like take a cruise and get in a little bit of diving to scratch that itch, but where a full diving vacation just isn't feasible.

All of which make for this later poster's comment above to be all that much more ludicrous, but I will note that commonly a cruise is actually going to be a lot cheaper than a full dive trip, particularly if you live near to a cruise port thus alleviating the costs of a flight. Throw in that all of your meals, lodging, entertainment, etc., are included on the cruise and if you have others going on the trip that prefer getting those one day (sometimes 2) visits in to different places then that might be a preferred vacation for you. I don't think any of that makes someone who decides on doing things that way any less of a "real diver" and for a comparable price/value comparison I can see where many find a cruise simply a much cheaper option than a dedicated dive vacation. Not your idea of a vacation value? No Problem! But no need to try to insult someone for having a different opinion about it in their situation.

I'm not into cruises, but it isn't impossible. I have 12 weeks vacation every year. If I was into cruising, it would be doable.
Those that work remotely could do it with ease as most ships have wifi these days.
