What does it take to be able to do repairs on scuba equipment. im certafied by psi to do vips, but i want to know if there is a class on how to repair regulators, bc's and other stuff such as manifolds.

Generally you would have to link up with a dive shop that sells the regs you want to rebuild. Normally the manufacturers won't offer a class to an individual. You might also have a hard time getting parts without being a dealer, except for a few brands of regs.
