I suggest you check out (and post in) the Public Safety Divers forum here on ScubaBoard. Maybe someone there can refer you to someone who offers that service.
If I were looking for someone to do a special underwater task I would ask the dive shops in the area for references to someone qualified.
And the Northern California forum, again here on ScubaBoard, might give you some leads.
I very much doubt you will find a cross-agency list (or any list) of divers holding "Master Diver" or "Dive Master" certifications from recreational (or tech) scuba training agencies.

There are also huge differences in the Master Diver title depending on agency affiliation. Then you have US NAVY Master Divers which are a whole nother ball game altogether.
To address the second part of your question, What do you mean by testing equipment for law enforcement? As in forensic or for law enforcement use?
