I've been diving and snorkeling in Tahoe since the 70's. The best spots I've found for snorkeling are Sand Harbor and Cave Rock. Sand harbor is best.

Snorkeling does not require a drysuit. The water on the surface in the summer is 66-68 degrees. You may need to tow a dive flag at some spots like Cave Rock. Nevada law is tricky. Sand Harbor does not allow boats in close and is pretty safe but either does Cave Rock but sometimes a moron who's lost will come right into shore, nearly running you over.
