I can think of at least one reason

Perhaps the service interval should be every 6 months - or prior to every dive, no logic in annual service. Needs to be qualified with number of dives, storage conditions, etc.
When do you no longer trust your regs - oh sorry once per year!
 
I agree that the number of dives is a major factor - hence why 5 year intervals isn't a good idea - but just like your car, there are some components that require maintainence based on time as well as use
 
For example? If you take the recommendations of the o-ring manufactures the shelf life of the elastomers is much longer than five years. I'd suggest inspecting and testing and only servicing as needed.

Shelf life =/= service life

Both of you are correct.

Shelf life in a controlled environment may not be the same as actual service life of the part in use... And, frequent inspecting and testing will be more effective at determining when the part is nearing the end of its service life than putting blind faith in annual service to prevent all problems

Neither of you implied "blind faith" or anything of that nature, I'm just "exploiting" your points to remind others who might place ao much faith in annual service that they do not inspect and monitor their regulator's condition between services :wink:
