To make more dives during the day (and arguably the 'best' dives), you need to hit the water within an hour of dawn. That means getting up before dawn. The majority of people 'on vacation' do not like this. They sign up for dawn dives, but half cancel (no-shows), and get uppity for being charged anyway.
Most operators cater for the masses, and the masses have spoken.
Individual op's catering for a specific 'breed' of divers, operate on the 'fish-clock'. This clock is related to the differences in light through the day.
