Are there any dive shop near Tawali resort ? or privet diver masteres with boat in the area who do not belong only to the Tawali ?
To lower costs?

No. Tawali is the only dive operator in the area.

PNG is expensive. You will not get a budget friendly dive trip there anywhere.

Agree completely... on my recent trip, short internal flights from Port Moresby (POM) to Hoskins and then Rabaul back to POM cost nearly as much as my flight from Melbourne to POM!
Each resort can and do charge whatever they like... there are NO homestays or independent dive operators.

Walindi Double/Twin Share rates are between US$175 to US$220 per night (incl all meals) depending on season PLUS diving rates between US$190-$220 for three dives per day.
Walindi FeBrina - Walindi Rates 2018

Liamo Reef Resort rates start at PNG Kina 400 (~US$123) per night (incl light breakfast only) for a standard double PLUS diving which needs to be arranged with Walindi and is dependent on their occupancy... in-house guests with dive packages have priority.

One alternative to Tawali in Milne Bay could be aboard MV Golden Dawn which has done trips to Milne Bay in the past.
Diving Milne Bay - Dive Papua New Gineau on MV Golden Dawn
However, their Schedules page is no longer linked to data, not sure why.
MV Golden Dawn - Diving Papua New Guinea
Other info on the Dive Adventures site indicates they are still active:
PNG Liveaboards - Dive Live Aboards, Papua New Guinea (PNG) - Scuba Dive Travel, Dive Adventures

Another option in Milne Bay is MV Chertan (website seems active with schedules)

Best way to get a more affordable PNG dive trip is to do what I did... take advantage of last minute specials!

The reality is that most of PNG doesn't care about tourism. The economy is reliant on the mining industry, people in the mining industry are on very high expat salary packages. Most of those visiting the dive resorts are Australian expats working on mine sites in PNG who go diving on their time off. Everything in PNG is priced accordingly. As long as the mining industry and the corresponding expat salaries continue as they are, the price of travelling in PNG will remain as it is.

My dream as I've said before is back to back LOB, ( amortize the travel cost and TIME) one doing the reefs the next on the Chertan in Milne Bay. It would be big $$$ but EPIC!
I can get away from the farm, but not having contact with the crew for a week or more at a time is asking or trouble. My last trip to Anilao I ended up doing lots of frantic middle of the night "what the f##k" texting.
On another trip before that, my wife ended up firing one employee that I told her I was going to fire on my return. Oh the life of a small business owner.

i know i almost pay everything to an oprater there and i found he is not relabel.. after month.. so this is why i thought to find someone else before transferring all money..

At Tawali? It’s pretty well run. Stayed there multiple times.

Can you explain why you think they are unreliable?
