Other countries don't necessarily care what TSA allows. They have their own rules.

A carry-on doesn't have to be weighed at checkin. I went through some Phil airport where there was a weigh in line before you got to the gate. Forget which one. There was some real creativity going on there.

last time we left the philippines we paid one of the baggage guys 20 bucks and he whisked us up to baggage check and through then walked us through employee areas back OUT to where people wait to meet people so we could hang out with relatives etc. then they completely bypassed all the lines and check in through employee areas back to our gate. We could have walked in bombs, drugs, and nuetered komodo dragons as we didnt do ANY security checks at all after we had left the secure area

thats 100 percent a true story that happened to me and our cebu friends.

we had both both our carry on bags weighed on a certain asian airline. Both were over limit for carry one. We walked away to reshuffle stuff then walked through where we needed to go. If your stuff gets weighed and you grab your tickets for checked in bags then just walk away to fix everything on your carry on bags then RUN! nothing really they can do except spy on you that you wont walk away ....
Thanks. Making sure I follow:
Were there two of you and both your carry on bags were weighted or were both carry on bags that you (singular) carried on (the carry on bag AND the personal or computer bag) weighted? It sounds like the former (you wtote "we"). If so, did you additionally carry a computer or personal bag on and it was not weighted indeed?

Not really scuba related but yes, I had my carry-on weighted few times.

LAX - Korea and Japan - Taiwan.

One time I had to pay extra $100 to check-in the over-weighted carry-on. After that incident I'm very cognizant of my carry-on weight.

It happens people, be aware.
Thanks. So, your carry on bag was weighted. Did you additionally carry a personal bag or a computer bag? If so, was it weighted as well or did they leave that alone?

I don't think a flight from another country into the Philippines will be an issue for carryon regs, especially if it's not a Philippines airline. But I don't think I've tried since they started that rule. Leaving I'm not sure, may depend on the airline. A domestic flight within Philippines, I personally would not chance it. And thing is, you have to pack for the whole trip anyway.
Yes, carry ons could and are being weighted somewhere post check in, and possibly as late as in the boarding line. A quick take something out and shuff it in a pocket seems possible there, a complete re-organisation may be a bit harder then... I don't really, really know, but that's what I am thinking about so that's what I try to pack for ... and that's why I am riding that "did they weigh your personal bag (or computer bag)" part of the question so much.

I go to Cebu philippines with a scuba backpack carry on. It contains my bcd which is super thin and super light. my regulator, both dive computers, both face masks, and my 3 mil wetsuit. all in one carry on. To P.I. and also mexico. Dont listen to anyone that says you cant do it. TSA allows it and no one can take your regulator away. They may stop you and have a manager look at it but thats all.

and yes have done incheon to cebu no problems
Thanks again. Yes, I can fit all my essential warm water scuba gear into my carry on. I run at XXL so it's tight, but I tweaked it so it fits... including fins... and a laptop. But weight wise it's a potential problem and worse, that does not include the camera and lighting gear yet. While that was a compact camera and a small light and small video lights I could get all that in (and flash lights and spares and batteries and chargers for two). But I am "working" on putting a new camera rig together and only slowly come to grips with what a size and weight nightmare that will end up being (duh)... and that I have to distribute it over at least one more personal bag (4 of us) ... and my daughter already announced she will want to bring the compact rig... so, I just got to plan this... and essential to that planning is if they might weight that personal bag (or computer bag) or not ever really... and if they do if they allow a seperate weight limit for that or if they might ride the horse of "the carry on weight limit is for all your carry on items combined"? (I really could / should have worded the essence of my question better... If course I say this now that it has become more clear to me...)

If you buy this discreet vest you will be able to sneak stuff on you easily

Well, I've been looking at vest options but so far chose not to pull the trigger. Your suggestion is of course extra discreet! Now why is it that I get the feeling that somewhere there on the airport there might be you... with your camera... at the ready for this rare wildlife photography opportunity of catching an overdone scuba tourist on his natural migration path?

My plan is to come with this vest and wearing these fins (RK3 Fin Yellow ), with a snorkel and a mask through the gate. If I avoid eye contact I don’t see why they would stop me.

I don’t want to push it so I won’t be carrying cylinders at the terminal on my back ...

You need not forget ankle weights!

I've had my carry on weighed in Dublin, Houston and Cancun and asked to pay a healthy fee.

Each time I was far over weight but close to an acceptable size.

My solution was to turn into a human bag.

No issues with what was on my body and pocket contents do not count towards carry on bag weight.

I've worn a weight belt two flights. No issue but it might be interpreted as a weapon I imagine.

Undressing for security was a little embarrassing but otherwise the process was easy and I'd do it again if need be.
