There are 2 search & rescue divers doing the search. Team Basarnas & team Marinir (Marine diver). The latter perhaps the divers that are in green uniform. They suspect the 3 lost divers could be entangled in the sea bottom. So they are sending divers to search the sea bottom according to the news.

There were 2 groups of divers. The 2nd group of 4 just being brought to land.

According to the local news commentator, they are Indonesian marine divers searching for the 3 lost divers (group 1). They search the area with BaSARNas divers. They rescued 4 divers from group 2, found floating. The group 1 is suspected still on the bottom, perhaps entangled (according to the news).

Why would they think that there are 3 divers tangked in the bottom?

According to the news, in group 2 there were 3 divers and 1 snorkeler. The group 2 divers were able to surface and met with the snorkeler at the surface. They have never seen the group 1 surfacing. According to the group 2 divers, there was strong current at the bottom going south towards Indian Ocean.
The BaSARNas continue on 2nd day areal search covering 40 km distance.
Looking at the video of rescue divers in a vast endless and potentially bottomless ocean - it just looks so futile ... how effective is it to conduct a S&R operation without UW Scooters really? Why isn't mobility gear like UW Scooters a part of standard gear in rescue units worldwide?

Correction: Actually if the current is going south, you may end up back on West Java.
