With the OP being registered in Canada, the registration (collection) of personnel information must conform to Canadian data protection laws. Also, if a Californian were to register, then California’s data protection laws apply; as do the EU’s GDPR for any European registrations. The website doesn’t say anything about the protection of personal information.

You might consider allowing one download for divers that are reluctant to give out their name and email to a new site. Posting a statement on privacy and if you are selling the contact data might satisfy some reservations.
