The batteries that came with my light are ok but two are weaker than the others.

I’m not one to get way nutty about batteries but some people here treat them as a hobby which is great when we can glean some good info that people like me, those who just want the dang thing to work, can use.
 
Low IR and store them at 3.7V. Get a quality charger that has the ability to charge, discharge, store and check IR. They are inexpensive and can save you a headache from chasing the wrong problem.

Odd... fully charged batteries or straight from the packaging? Sucks no matter what
