I'm looking for info on diving the northern portion of the island (Puerto Plata) in March. Operators, site locations, and sea conditions. Anyone have any experiences to share?

Just got back from the trip to DR. I dove AirPort Wall, a reef system just east of Puerto Plata. As stated by other commentators, the reefs are severely damaged there, only able to support a small amount of aquatic life. You can tell by looking that it was once vibrant and life abundant, but you can also tell that the government and the populace have placed little to no importance on the protection,health, or restoration of the coastal reefs of the north. If anyone knows of any agencies that approach international governments about the importance of maintaining the ecology of their coastal reefs as well as the potential financial benefit, DR is a prime candidate for their consultation.
