That's terrible, I hope that they can rescue everyone safely! Poor Thailand, between the boys trapped in the cave and now this emergency at sea - they are really having some bad luck!
 
97 people on the first dive boat? That's a very big dive boat!
 
Updated report here.

There were two boats overturned and two Russians on jet-skis that got into trouble for good measure.
"...So far 89 of the 138 people sought have been recovered..."

This is bad. At least one dead and quite a few in the hospital.

It's very confused and it might be due to translation, they say ferry and tour and diving boats.

It would make a lot more sense if it was a ferry boat with that number of people. Perhaps it is a translation issue as you suggest.

Below edited as subsequent info shows it is clearly not the same boat:

Although a Google search does result in a "Phoenix Divers" dive boat from Koh Tao that has a capacity of 55 divers. I have no idea if it is the same operation.

I've seen these sorts of day boats out there, they aren't really dive boats, rather "snorkeling excursion" boats and they do hold a ton of people.
 
Hopefully they are successful in many more recoveries when the sun comes up.

A short phone video of the heavy seas here shows a boat with dive tanks and the alleged jet ski folks behind. Note this is not one of the boats that overturned.
 
Sounds like the big boats that take visitors both divers and snorkellers out to the dive platforms in the Whitsundays. Can understand the confusion after seeing those. Hopefully no one is left struggling in the aftermath.
