Agree that it can happen on smaller scales thanks to marine protected areas. I've seen it happen right here in my waters. However these areas may support a number of species not commercially targeted anyway which certainly helps. I have seen species make comebacks over a period of several decades, depending on their reproductive rate.
I'm not so sure it would be as effective IF even implemented on a global scale with heavily targeted species. However, I'd love to be proven wrong.
